AI tools for text to speech
Text to speech is sold in characters, credits, voice minutes or per-conversion caps, and the plan you generate on decides whether you may download and publish the file. Compare six tools on those units, downloads and rights.
Which tool fits, in short?
Use ElevenLabs if you need many languages or a cloned voice and will pay for commercial rights. Murf fits voiceovers timed against slides or video. TTSMaker suits free downloadable MP3s with commercial use under its terms. Adobe Firefly fits WAV narration inside Adobe apps. Check the plan you generate on, because ElevenLabs fixes rights at generation time.
This is a source-led shortlist, not a performance ranking. Open each profile for the provider source, check dates and plan conditions.

How each option fits text to speech
Each note comes from the tool's source-checked profile. The condition line is what to confirm before you rely on it for this task.
ElevenLabs
Turns a script into narration in 74 languages with library voices, Voice Design or a cloned voice, and longer pieces are assembled in Studio projects.
Check first: Multilingual v2 uses 1 credit per character; Free's 10,000 monthly credits are noncommercial and need attribution, and rights are fixed when audio is generated, so upgrading later does not license free output.
Murf
Murf Studio adjusts pitch, speed, pauses and pronunciation block by block and lays the voiceover against images, video and music before export.
Check first: Free gives 10 one-time minutes with no downloads or commercial rights; Creator (USD 19 a month billed yearly, USD 29 monthly) adds downloads, and generation is metered in voice time rather than characters.
TTSMaker
A browser converter that downloads MP3 speech with speed, volume, pitch and pause controls, and its free web route documents commercial use under the provider terms.
Check first: Free allows 20,000 characters a week, and the per-conversion limit depends on the voice you pick; save files promptly because free history is short-lived, and API access starts above Lite.
Adobe Firefly
Generates speech with the Firefly Speech model or ElevenLabs Multilingual v2 inside Firefly, with control over emotion, pacing, emphasis and pronunciation, and saves a WAV file.
Check first: Adobe says Firefly Speech output is designed for commercial use; the free daily allowance is not quantified and the credit cost of one speech generation is not published, so read the meter in your account.
LuvVoice
Converts text, documents and ebooks to MP3 with 200+ standard voices on Free, and clones a voice from a 10 to 60 second sample using a separate credit pool.
Check first: Free gives 10,000 characters a month at 3,000 per conversion without commercial use; Plus ($13 monthly, $93 yearly) is the plan that lists commercial rights, and LuvVoice's own pages disagree on some limits.
BlipCut
Its AI Voiceover reads a script in one of 1,500+ voices inside a video translator, which suits narration that will be subtitled or dubbed into other languages next.
Check first: Voiceover costs 0.5 credits per 1,000 characters, so the Weekly plan ($16.99 for 30 credits) covers 60,000 characters; Free cannot export AI Voiceover, and plan credits lapse when the membership ends.
Considered but not listed
- Descript: Descript generates speech from stock or cloned voices inside its transcript editor, but neither its profile nor its text-to-speech page states how AI speech is metered, so its cost cannot be compared here yet.
- Synthesia: Synthesia adds AI voiceovers to presenter-led avatar videos; it fits when the deliverable is the video, not a standalone audio file.
- Runway: Runway can turn a script into audio with a compatible text-to-speech model, but voice and plan support vary and its credit plans are built around video generation.

Head-to-head comparisons for this task
Both tools in each comparison are on this shortlist.
One fixed task to compare them
Proposed evaluation, not performed: run the same input through two or three shortlisted tools and judge each against the same acceptance line. We have not run it; results depend on your plan and account.
Sample input
A 4,000-character product walkthrough script (about 650 words) containing the made-up brand "Velinor Hub", the amount "$1,250.50", the date "March 14" and the acronym "SQL". Deliverable: one downloadable audio file you may use in a commercial video.
Steps
- Paste the whole script; if the tool caps one conversion below 4,000 characters, split at paragraph ends and record how many conversions it took.
- Generate with one stock voice and record the characters, credits or minutes the account shows as used.
- Change one sentence in the middle, regenerate, and record whether usage rose by that sentence, that block or the whole script.
- Download the file and note its format, the plan in use and whether that plan grants commercial use without attribution.
- Passes if
- The four test items are read as written, joined conversions have no audible seam, usage for the edit is read from the account, and the file downloads with commercial rights on the named plan.
- Fails if
- A cap forces a split mid-sentence, the one-sentence edit re-bills the full script without warning, download or commercial use needs a plan you had not budgeted, or free history expires before you save the file.

Questions about text to speech with AI
Which text to speech tools allow commercial use on a free plan?
Among the six here, TTSMaker states that free web output may be used commercially, provided you hold rights to the text you submit. Adobe describes audio from its Firefly Speech model as designed for commercial use. ElevenLabs Free requires attribution and excludes commercial use, LuvVoice Free leaves commercial use unticked, and Murf Free cannot export a file at all.
Can I clone my own voice for narration?
Several tools offer it with conditions. ElevenLabs has instant cloning from Starter and a professional clone from Creator, after you confirm the right and consent to clone. LuvVoice clones from a 10 to 60 second sample with a small custom-voice allowance on Free. BlipCut clones from a 5 to 30 second sample in 29 languages. Murf handles cloning through its Enterprise team.
Should a voiceover file be MP3 or WAV?
Pick by what happens next. WAV is uncompressed, so it survives further editing, mixing and loudness work without extra quality loss, and Firefly saves speech as WAV. MP3 is smaller and fine for direct upload, which is what TTSMaker and LuvVoice provide. ElevenLabs Pro adds 44.1kHz PCM output through its API for developers who need raw audio.
How many minutes of speech do 10,000 characters make?
Roughly ten. ElevenLabs' pricing table pairs its 10,000 free credits with about 10 minutes of speech, close to 1,000 characters a minute. Murf estimates about 6 minutes for a 1,000-word English script. Real length shifts with the voice, speed setting and pauses, so time one generated paragraph before you size a plan on these ratios.
